A Contemporary Agora – Political Campaign Headquarters
2018 桃園都市願景館
臺灣在選舉期間,儘管多數宣傳內容都強調著如何讓城市變得更好,城市空間卻總在大型競選活動時變得無比堵塞。因此2018年為桃園設計新型態的競選總部時,便從城市地景與景觀建築切入思考,並以群聚理念與開放式的設計巧思,發展出一個簡單且現代的環形建築,匯聚所有人對環境、城市以及未來生活的想像。在規劃選址時,正逢長年封閉且的河川被打開、重新整治並準備興設捷運的時間節點,便選定了一旁的三角形閒置空地,結合同時在老街溪河畔策劃的產業藝術節,以循環經濟為概念連結成一條全新的在地步行動線,引導大眾沿著河岸行走的過程中,重新思考產業發展、環境意識、未來城市與理想生活的定義,最後走進「都市願景館」,彼此交流、凝聚並沈澱這些思維轉折,再帶回到各自的生活中發酵,這一連串行為與思想的轉變,構成了這個建築的全貌。
作為一座競選總部,必須能夠乘載上萬人的造勢活動,也同時是一座行動辦公室。於是將狹長三角形基地整理成能夠匯聚聲量的舞台,讓每一個承諾與期許筆直地傳遞給台下的每一個人。環形空間中則保有許多獨立空間單元,有為選戰而準備的獨立且私密的記者室及辦公、會議空間,以及開放的圖書館、咖啡車與都市客廳,讓民眾可以自由穿越,使競選總部在活動期間之外,回歸「民主」本身的意義,為市民服務、與大眾共同思考城市未來的樣態。構築方面運用了台灣農業常見且技術成熟的溫室構造搭建,臨時性易拆建的結構讓建築對環境影響與衝擊降到最小,上下起伏的流線屋頂設計與半透明的遮光網膜,讓每個時刻的光影範圍有所變化,使人群聚集,創造出不同的空間行為。作為一個當代的集會場,公共性機能讓競選總部成為市民的多功能聚會所,促進人與人之間的互動,而在環形建築中庭裡的桃園市地圖輪廓的草地,則是市民討論未來城市與生活空間的平台,這一次,競選總部是真的為了城市、市民與生活而建。
Tasked to design a pavilion for the 2018 Taoyuan Municipal Elections' political campaign, BIAS design has subverted the traditional structures for the purpose. Usually, these are closed architectures that burden the public space when the political campaign is not at stake. BIAS design substituted the typology of these temporary structures with a semi-open pavilion that takes the shape of an accessible courtyard surrounded by arcades and provided with furniture. Not only but also, the pavilion was strategically located
within a public park yet to be completed, thus triggered the use of the place by the citizens notwithstanding the temporary absence of grown-up planting and the full set of urban furniture.
Thanks to such design solutions, when the political campaign was not at stake, the pavilion activated the public space by offering shadow, rest areas, and a new meeting place for the people. This way, a temporary structure that usually exploits public space has been turned into an urban architecture that strategically contributes to the city's life.
